Something that states a coordinate operation outright.

A code names an operation for PROJ to look up; this states one, parameters and all, for PROJ to run as given. An OSDU persistableReference is the case this exists for: its parameters are the definition of record, and resolving its authority code against PROJ’s database would answer with a different object that merely shares a code.

Structural rather than imported, because the package that reads payloads reads this one.
